They were formed in 2010 in preparations for 2011 elections after Boda boda riders in Kampala totally rejected Museveni in 2006 elections.
They are tough, untouchable and licensed to terrorize anyone they consider anti-government. They are only answerable to Kaihura, and despise other police officers, they are generally above the law

In the video, they beat up children dressed in Uganda flag attire going to perform for Uganda police on its annual police day Wednesday at Nkumba.
They punched police OC who tried to arrest one of them as they referred him to Kaihura.
This group terrorizes boda boda riders in Kampala city arresting and charging them at their discretion.
The group comprise of about 300 youths who double act as state agents, they pose as Boda riders posted on all stages but their role is to spy on riders on that stage.
The group is likened to Rwanda’s youth Interihamwe terrorist who murdered thousands during the Rwandan genocide.
