Kill on spot army men who brutalise civilians, Museveni advises Nigerians


As the country draws into intense insecurity fears and massive torture of suspects reported all around the country by security organs, President Museveni has had time off to lecture Nigerians counter-insurgency and national security at state house Entebbe.


The president gave the lecture drawn from his bush war era experience on Wednesday, after which he shared with the nation its outcomes thus:


Delivered a lecture to a group of Nigerian military officers who called on me today at State House, Entebbe.


The group, led by Brig Gen Bolaji Nicodemus Salami, had sought my guidance and views on the question of counter-insurgency and national security.


On fighting insurgency, the army must have zonal forces that guard the population. The mobile forces on the other hand should hunt the enemy while doing intelligence gathering too.


It is important for air and land forces to be well-equipped with ammunition and tools to locate terrorists.


Tactics like flooding an area suspected to harbour terrorists can also be effective. All this, however, is only effective if you have a disciplined army.


The army should never brutalize the civilian population. When we were fighting, we had a code; you kill a civilian, we would take you at the very spot you committed the act and shoot you so that others learn.
